On May 16, Law No. 32597 was published in the Official Gazette, entitled the “Law Promoting the Study and Strengthening of Railway Development to Facilitate the Execution of Projects and the National Railway Development Plan at the National Level”, which was enacted through the constitutional insistence mechanism provided under the Constitution.
Set forth below are its key provisions, as well as the principal observations and concerns we have identified with respect to this law.
