On May 13, 2026, the Communications Regulation Commission of Colombia (the regulatory authority) published an interesting study entitled “Monetization in the Content Industry, Traffic, and Unsolicited Content”, with the purpose of gathering stakeholder input to define and measure unsolicited traffic (UT) generated by users of mobile networks.

This consultation is undoubtedly relevant for countries such as ours, where the connectivity gap remains significant, and there is a need to develop regulatory strategies and policies that duly balance and safeguard the rights and interests of all stakeholders within the digital economy ecosystem.
