On 20 June 2026, Supreme Decree No. 014-2026-MTC was published, whereby the Ministry of Transport and Communications (MTC) approved the Regulation on Cabotage Promotion Mechanisms, which essentially establishes a regulatory sandbox framework for the promotion and testing of cabotage services.

“Cabotage” refers to the carriage of goods or passengers between domestic ports within the territory of the same state. In Peru, maritime cabotage services for both passengers and cargo may be provided by natural or legal persons incorporated either in Peru or abroad, with share capital originating from domestic or foreign sources, an approach that may contribute positively to greater market participation and competition.
