On Thursday, July 9, 2026, pursuant to Directoral Resolution No. 002-2026-EF/68.01, Peru’s Ministry of Economy and Finance (MEF) approved and officially published the “Methodological Guidelines for the Prioritization of National Government Public-Private Partnership (PPP) Projects.”

These Guidelines were issued by the General Directorate for Private Investment Promotion Policy (Dirección General de Política de Promoción de la Inversión Privada – DGPPIP) of the MEF, acting in its capacity as the governing authority of Peru’s National Private Investment Promotion System (Sistema Nacional de Promoción de la Inversión Privada – SNPIP).

We are pleased to share a summary of these guidelines, together with our preliminary assessment of their regulatory and practical implications, prepared by Eng. María José Yuriko Rodríguez Nakagawa and Dr. Virginia Nakagawa.
